Why "TLS 1.3" is the right answer
TLS 1.3 (RFC 8446, 2018) is the current standard. It removes legacy cipher suites, mandates forward secrecy, and shortens the handshake. TLS 1.0/1.1 are deprecated; 1.2 remains acceptable but 1.3 is preferred where supported.
